The two steps
An inch is exactly 2.54 cm, so first convert to inches, then split those inches into feet and a remainder:
inches = cm ÷ 2.54
feet = ⌊inches ÷ 12⌋, remainder = inches − feet × 12
For 175 cm: 175 ÷ 2.54 = 68.898 in, and
68.898 ÷ 12 = 5 feet with 8.898 inches left over —
so 5′ 9″ to the nearest half inch.
Decimal feet is not the same thing
5.74 ft and 5 ft 9 in describe the same length, but the digits after the point are tenths of a foot, not inches. Multiply the decimal part by 12 to get inches — a common source of mistakes in construction drawings.
